BACKGROUND

CPNI and contractors have the opportunity to comment on the Department of Health’s consultation on draft policy proposals on the introduction of a Statutory Duty of Candour at both an organisational and individual level.

As an organisation, CPNI is committed to working with the Department and others to implement appropriate outworkings of the recommendations of the Hyponatremia-Related Deaths Report as it relates to duty of candour.  CPNI recognises that there is a critical necessity for there to be an open and learning culture within the health service to improve patient safety and promote public confidence in the healthcare system.  Patients and their families have the right to an apology and explanation when things go wrong.

In developing our response to this consultation, CPNI is bringing this matter to the attention of pharmacy contractors who are encouraged to provide individual consultation feedback where possible.  However, given the current sustained and increased pressure faced by the community pharmacy sector, CPNI is conscious that many contractors may not have the capacity to divert time from essential pandemic related services towards review of these proposals.  

CPNI comments on the proposals

As stated above, the two main thrusts of the proposals are the introduction of a:

  • Statutory Organisational Duty of Candour
  • Statutory Individual Duty of Candour

A single response document which covers both areas is attached for your information and has been drafted by the CPNI team (who have had discussions with other professional regulatory and representative organisations) and has been agreed with the Chief Executive and CPNI Core Team and Board.

Your opportunity to comment on the proposals

Contractors are invited to consider these matters and comment directly to the Department on any (or all) of the aspects of the policy proposals.

  • Contractors may offer contrary views to those given by CPNI.
  • You do not need to respond to the complete document or to individual questions

  • You can send comments directly to the Department of Health (remembering that the consultation closes on 31 August 2021.

The ‘Big Jab’ weekend is happening on Saturday 21 and Sunday 22 August 2021 where all those who are eligible, can receive their first COVID-19 vaccination across a number of locations.

This is an opportunity for community pharmacies providing the Moderna vaccine to highlight the service, increase uptake and secure bookings for the vaccine.

The Department of Health (NI), Public Health Agency and the Health and Social Care Board will be promoting this event online and contractors providing the Moderna vaccine are encouraged to share these posts on their pharmacy social media channels.

The second Living Well campaign of 2020/2021, ‘Vaccinations‘ finished on 30 April 2021, with 92% of community pharmacies contracted to provide the service completing the online evaluation survey.
 This evaluation allows HSCB to collate data to demonstrate the value and impact of the service to other sectors, with the data also supporting future commissioning and service development.

Many thanks to all community pharmacies who provided this service, and completed the online evaluation survey. CPNI will continue to provide you with resources and assistance in relation to the Living Well service.

I write to provide updated information to assist contractors and pharmacy team members using the SimplyBook.Me (SBM) Vaccine Booking Systems (VBS) for Vaccination Services.

The Updated User Guide has been revised and now includes guidance on how to add new vaccine types (e.g., Moderna COVID-19 vaccine) on the booking form. All Pharmacy staff involved in the set-up and on-going use of the SBM VBS should be familiar with the contents of the manual and the SBM VBS platform.

CPNI will continue to provide you with resources and assistance in relation to the Community Pharmacy COVID Vaccination Service and the SimplyBook.Me Vaccine Booking system.

The Police Service of Northern Ireland Cyber Crime Team has issued the attached alerts: Joint CSA: Top Routinely Exploited Vulnerabilities and PSNI: Top Routinely Exploited Vulnerabilities detailing the top 30 vulnerabilities routinely exploited by malicious actors in 2020 and those being widely exploited in 2021.  A number of the vulnerabilities highlighted have been behind incidents reported in Northern Ireland. 

The Cyber Security Team advise that if you use a service associated with a vulnerability listed, it is important that you ensure that you have deployed the relevant patch and have an appropriate rapid patch management plan in place.

ACTION

Contractors are advised to:

  1. Note the attached alert and suggested remedial actions.

Contractors are reminded that the storage and back up of patient sensitive data and any amendments to your systems should only be carried out in line with advice from your IT or email supplier, PMR system provider and in line with Data Protection legislation.
