Please note: To support contractors who have opted to bring their second December prescription submission directly to BSO, the BSO reception will remain open until 9pm on Tuesday 12th January 2021. It is important that any prescriptions being brought directly to BSO are handed to BSO personnel in the BSO reception and signed in accordingly.

Dear Colleague

The Department of Health has written to contractors detailing amendments that have been made to the Human Medicines Regulations 2012 (see here).

The Statutory Instrument (SI) titled The Human Medicines (Coronavirus) (Further Amendments) Regulations 2020 was laid before Parliament on the 18th December 2020 and a can be accessed at: www.legislation.gov.uk/id/uksi/2020/1594

Among other amendments, the SI provides that Patient Group Directions (PGDs) allowing a retail pharmacy business to administer COVID-19 or influenza vaccines may be used at a location other than a registered pharmacy, thus making it lawful for administration of such vaccines away from the registered pharmacy premises.

Provision of the COVID Vaccine for Pharmacy Staff

The letter also touches on the on-going development of plans for the inclusion of Community Pharmacy in the COVID Vaccination programme to the wider population in Northern Ireland.

Seasonal Influenza Vaccination Programme 2020/21
Extension to 50-64 Year Olds

Dear Colleague

Please find letter here from Dr Michael McBride, Chief Medical Officer Prof Charlotte McArdle, Chief Nursing Officer and Mrs Cathy Harrison, Chief Pharmaceutical Officer.

SUMMARY

  • The Department of Health has extended the Seasonal influenza vaccination programme for 2020/2021 to include patients who will be aged 50-64 years old by 31st March 2021.
  • CPFV service is to be extended to include those aged from 50 to 64 years old, who are registered with a GP practice in NI, as well as the previous target group of Health and Social Care Workers.
  • The 50 to 64 year old cohort are able to receive the Cell-grown Quadrivalent Inactivated Vaccine (QIVc) or Egg- grown Quadrivalent Inactivated Vaccine (QIVe) through contracted community pharmacies or GP practices, free of charge.

CONTRACTOR ACTION

. The anticipated start date for the extended program is Monday 11th January 2021.
. An updated contract will be distributed by HSCB, with the additional patient cohort, and will need to be signed and retained within the pharmacy for record purposes.
. The service specification, PGD, privacy notice and all supporting documents are currently being amended to reflect the additional cohort of patients and will be added to www.pha.site/CPFV by the end of this week.
. Updated Standard Operating Procedures will need to be amended and signed.
. The CPFV e-record form is currently being updated to allow pharmacists to select the appropriate patient cohort.
. Additional vaccine stock is available through Movianto and can be ordered in the normal way.
. A communication plan is being developed between HSCB, PHA and CPNI and will be available shortly.
. Posters to advertise the service will be distributed to contractors from HSCB in due course.

We appreciate that December has been exceptionally busy for community pharmacy and CPNI would like to thank those who have already submitted services returns to HSCB to date.
 
There are a number of returns required by the HSCB for December 2020.   

Community Pharmacy Home Delivery

As per previous correspondence, HSCB are seeking a monthly return detailing the number of deliveries via the HSCB commissioned delivery service. Please submit a return detailing the number of deliveries for the month of December 2020, preferably by secure e-mail, to the local office email address as detailed below.  If you haven’t already done so, please submit a return detailing the number of deliveries for September, October and November separately.

Pharmacy First

Pharmacy contractors should submit the Pharmacy First monthly record form detailing the consultations made via the service for December. These forms can then be scanned using the pharmacy’s scanner or using the free Adobe scan app (available for android/apple) on a mobile device and returned by secure email to the local HSCB office, on the date of second prescription submission (Thursday 7th January 2021). Also, should you wish to provide the service, you must complete and return the contract to your local office before commencement of the service.

Looking after your health and wellbeing during COVID-19

As per previous correspondence your pharmacy is required to complete a short online evaluation survey.

If you are yet to submit your pharmacy’s survey response, please complete here by Monday 18th January 2021.


For CPNI, HSCB and DoH to continue to work both effectively and collaboratively, on securing funding in the future for all pharmacy services, it is essential that all activity associated with each service is recorded and submitted in a timely manner.  

Emergency Supply Service

The service continues to be a valuable service to ensure that patients can continue to receive their prescribed medicines when they have been unable to obtain a prescription. No additional service information is required to be submitted to the HSCB, however, the Frequently Asked Questions have been updated by HSCB and can be accessed here.

PPE Re-Ordering

*** Reminder ***  The quantities of PPE mask type IIR that can be ordered by community pharmacies in Northern Ireland for normal pharmacy activity have been amended in line with the English stratification model. Allocation of quantities of type IIR masks will be made based on the average number of staff working in each community pharmacy per day. More info available here Please note that the pharmacy PPE order should be placed on a monthly basis, using: Appendix 1
